Key Responsibilities

  • Develop comprehensive urban mobility plans that integrate public transit, non‑motorized transport, and emerging mobility services.
  • Conduct traffic flow analyses, travel demand modeling, and scenario simulations to inform infrastructure investments.
  • Collaborate with municipal departments, private sector partners, and community groups to ensure stakeholder alignment.
  • Prepare policy briefs, technical reports, and presentation decks for senior leadership and external agencies.
  • Monitor and evaluate the performance of implemented mobility projects using key performance indicators (KPIs) and GIS tools.
  • Advise on funding mechanisms, including public‑private partnerships and international donor programs.
  • Support the integration of smart city technologies such as real‑time data platforms, mobility‑as‑a‑service (MaaS), and electric vehicle infrastructure.

Required Skills

  • Advanced proficiency in transport modelling software (e.g., VISUM, AIMSUN, or similar).
  • Strong analytical abilities with expertise in GIS, data visualization, and statistical analysis.
  • Excellent written and verbal communication skills for drafting policy documents and stakeholder engagement.
  • Project management experience, including budgeting, scheduling, and risk mitigation.
  • Ability to translate complex technical concepts into actionable recommendations for non‑technical audiences.
  • Knowledge of Ugandan transport regulations, land use policies, and regional development frameworks.

Education

A Master’s degree in Urban Planning, Transportation Engineering, Civil Engineering, Geography, or a closely related discipline is required. Professional certifications such as Certified Transportation Planner (CTP) or equivalent are advantageous.

Experience

Applicants must have a minimum of five years of relevant experience in urban transportation planning, preferably within a municipal or governmental context. Demonstrated experience in leading multimodal projects, conducting travel demand forecasts, and managing cross‑functional teams is essential.

Salary

The compensation package ranges from UGX 2,500,000 to UGX 4,000,000 per month, commensurate with experience and qualifications. The package includes statutory benefits, performance bonuses, and allowances aligned with public sector standards.
