Job Overview

The Water Resources Management Officer will lead the planning, implementation, and monitoring of water supply and sanitation projects in the Eastern Region of Uganda, with a primary focus on Mbale and surrounding districts. Reporting to the Senior Water Program Manager, the officer will coordinate with local authorities, NGOs, and community stakeholders to ensure projects are delivered on time, within budget, and meet quality standards. Key Responsibilities

  • Develop and oversee comprehensive water resource management plans that align with national policies and AfDB’s strategic objectives.
  • Conduct feasibility studies, risk assessments, and environmental impact analyses for new water supply and sanitation projects.
  • Coordinate multi‑stakeholder engagements, including government agencies, community leaders, and international partners, to ensure project alignment and community ownership.
  • Manage project budgets, procurement processes, and contract negotiations to achieve cost‑effective outcomes.
  • Monitor project performance using key indicators, prepare technical reports, and present findings to senior management and donors.
  • Ensure compliance with environmental regulations, water quality standards, and AfDB’s internal policies.
  • Lead capacity‑building workshops for local water utilities and community groups to promote sustainable operation and maintenance practices.
  • Identify innovative financing mechanisms, such as blended finance and public‑private partnerships, to expand water infrastructure.

Required Skills

  • Strong analytical and problem‑solving abilities with a focus on data‑driven decision making.
  • Excellent communication and negotiation skills for effective stakeholder management.
  • Proficiency in GIS, hydraulic modeling software, and Microsoft Office Suite.
  • Demonstrated experience in project management, budgeting, and reporting.
  • Ability to work independently and lead cross‑functional teams in a multicultural environment.
  • Knowledge of Ugandan water regulations, policies, and the broader East African water sector.

Education

A relevant Master’s degree in Water Resources Engineering, Environmental Science, Civil Engineering, or a closely related discipline is required. Professional certifications such as PMP, CWP, or equivalent are advantageous.

Experience

Minimum of five (5) years of progressive experience in water resources planning, project implementation, or sanitation program management, preferably within the African context. Experience with donor‑funded projects and familiarity with AfDB’s operational procedures is highly desirable.

Salary

The successful candidate will receive a competitive salary ranging from SSP 2,500,000 to SSP 4,000,000 per month, commensurate with experience and qualifications, along with performance‑based incentives.
