Job Overview
The Education Policy Analyst will support UNESCO Uganda’s strategic agenda by conducting rigorous research, analyzing policy trends, and providing evidence‑based recommendations to improve the education system in Northern Uganda. The incumbent will work closely with the Ministry of Education and Sports, local NGOs, and international development partners to design policy briefs, monitor implementation, and evaluate outcomes. Key Responsibilities
- Conduct comprehensive literature reviews and data analysis on national and regional education policies.
- Develop policy briefs, white papers, and technical reports that inform decision‑makers and stakeholders.

- Monitor and evaluate the implementation of education reforms, providing actionable feedback for continuous improvement.

- Prepare presentations and briefing notes for senior leadership and external partners.
- Maintain an up‑to‑date repository of policy documents, research studies, and statistical data relevant to Uganda’s education sector.
- Contribute to UNESCO’s global knowledge base by publishing findings in international journals and platforms.
Required Skills
- Strong analytical and quantitative research skills, with proficiency in statistical software (e.g., SPSS, Stata, R).
- Excellent written and verbal communication abilities, capable of translating complex data into clear policy recommendations.
- Deep understanding of Uganda’s education system, including primary, secondary, and tertiary levels.
- Experience in stakeholder engagement and consensus‑building across diverse groups.
- Ability to work independently and manage multiple projects under tight deadlines.
- Proficiency in English; knowledge of local languages such as Acholi is an advantage.
- Familiarity with international education frameworks such as UNESCO’s Education for Sustainable Development (ESD) agenda.
Education
A Master’s degree in Education Policy, Public Policy, International Development, Economics, or a closely related discipline is required. Candidates with a Ph.D. or additional certifications in monitoring and evaluation are highly regarded.
Experience
Applicants should have 3‑5 years of professional experience in policy analysis, research, or program development within the education sector. Experience working with government ministries, international NGOs, or multilateral agencies in Uganda or the broader East African region is preferred.
Salary
The position offers a competitive salary range of SSP 3,000,000 to 5,000,000 per month, commensurate with experience and qualifications. Salary is reviewed annually in line with UNESCO’s compensation framework.
