Job Overview

The Network Planning Engineer will play a pivotal role in designing, optimizing, and expanding Liquid Telecom’s mobile and fixed‑line infrastructure in the Eastern region of Uganda. Key Responsibilities

  • Develop and maintain comprehensive network plans, including radio access network (RAN) and fiber backhaul designs.
  • Perform capacity analysis and traffic forecasting to support strategic expansion projects.
  • Collaborate with RF engineers, civil teams, and procurement to ensure seamless project execution.
  • Conduct site surveys and feasibility studies for new cell sites and fiber routes.
  • Utilize planning tools such as Atoll, Planet, or similar to model network performance.
  • Prepare technical reports, cost estimates, and project timelines for senior management.
  • Monitor key performance indicators (KPIs) and recommend optimization measures.
  • Ensure compliance with national regulations and industry standards.
  • Participate in vendor negotiations and technical reviews.
  • Support the rollout of 5G and advanced broadband services in the region.

Required Skills

  • Strong knowledge of LTE, 5G, and fiber optic technologies.
  • Proficiency with network planning software (e.g., Atoll, Planet, TEMS).
  • Excellent analytical and problem‑solving abilities.
  • Effective communication and stakeholder management skills.
  • Ability to work independently and as part of multidisciplinary teams.
  • Familiarity with Ugandan telecom regulations and spectrum allocation.
  • Project management experience with a focus on timelines and budgets.

Education

A Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Computer Engineering, or a closely related field is required. A Master’s degree or relevant certifications (e.g., PMP, ITU‑R) are considered an advantage.

Experience

Applicants must have at least five (5) years of hands‑on experience in telecom network planning, design, or optimization, preferably within a regional or national operator. Experience with 4G/5G rollout projects and fiber deployment is highly desirable.

Salary

The successful candidate will receive a competitive monthly salary ranging from SSP 3,500,000 to SSP 5,000,000, commensurate with experience and qualifications. Performance‑based bonuses and allowances are also part of the compensation package.
