Job Overview
The Telecommunications Regulatory Affairs Manager will lead MTN Uganda’s engagement with the Uganda Communications Commission (UCC) and other regulatory bodies. The role involves developing compliance frameworks, influencing policy, and ensuring that MTN’s services meet all statutory requirements while supporting innovation. Key Responsibilities
- Develop and implement regulatory strategies to secure and maintain licenses and spectrum allocations.
- Monitor legislative and policy changes, providing timely analysis and recommendations to senior leadership.
- Prepare and submit regulatory filings, reports, and compliance documentation to the UCC and other authorities.
- Represent MTN Uganda in industry forums, public consultations, and stakeholder meetings.
- Collaborate with legal, technical, and commercial teams to ensure alignment of regulatory requirements with business objectives.
- Lead risk assessments related to regulatory compliance and propose mitigation measures.
- Maintain a comprehensive regulatory database and ensure accurate record‑keeping.
Required Skills
- In‑depth knowledge of Uganda’s telecommunications regulatory environment.
- Strong analytical and strategic thinking abilities.
- Excellent written and verbal communication skills for drafting policy briefs and engaging with regulators.
- Negotiation and stakeholder management expertise.
- Proficiency in regulatory compliance software and data analysis tools.
- Ability to work cross‑functionally and influence senior management.
Education
A Bachelor’s degree in Law, Telecommunications, Public Policy, or a related discipline is required. A Master’s degree or professional certifications in regulatory affairs, telecommunications law, or compliance is highly desirable.
Experience
Minimum of five years of experience in telecommunications regulatory affairs, policy analysis, or a similar role within the telecom sector. Prior experience interacting with the Uganda Communications Commission or comparable regulatory agencies is essential.
Salary
The compensation package ranges from SSP 3,000,000 to SSP 5,000,000 annually, commensurate with experience and qualifications. The package includes performance‑based bonuses and comprehensive benefits.
