Job Overview

The Economic Development Specialist will play a pivotal role in designing, supervising, and evaluating economic development programs that empower communities in the Western Region of Uganda. Reporting to the Regional Program Manager, the specialist will conduct rigorous economic analyses, support policy formulation, and oversee the implementation of projects that stimulate private sector growth, improve livelihoods, and enhance public service delivery. The role involves close collaboration with local authorities, NGOs, donor agencies, and private investors to ensure that interventions are evidence‑based, financially sustainable, and aligned with national development priorities. Key Responsibilities

  • Lead comprehensive economic assessments to identify growth opportunities, sectoral bottlenecks, and investment climate improvements in Bushenyi and surrounding districts.
  • Design and oversee the implementation of economic development projects, ensuring alignment with AfDB’s strategic frameworks and donor requirements.
  • Prepare high‑quality policy briefs, technical reports, and stakeholder presentations that translate complex data into actionable recommendations.
  • Coordinate multi‑stakeholder workshops, facilitating dialogue between government officials, private sector leaders, and community representatives.
  • Monitor and evaluate project performance against predefined indicators, producing timely progress reports and lessons‑learned documentation.
  • Support the preparation of financing proposals, budget tracking, and financial compliance monitoring.
  • Represent AfDB at regional forums, conferences, and meetings to promote the Bank’s development agenda and attract strategic partnerships.

Required Skills

  • Advanced quantitative and qualitative analytical skills with proficiency in econometric software (e.g., Stata, R, or EViews).
  • Strong written and verbal communication abilities, capable of producing clear, concise, and persuasive documents.
  • Expertise in project management methodologies, including logical frameworks, risk assessment, and stakeholder management.
  • Ability to work independently and as part of a multidisciplinary team in a fast‑paced environment.
  • Fluency in English; proficiency in a local language (e.g., Runyankole) is an asset.
  • Demonstrated commitment to ethical standards, transparency, and inclusive development practices.

Education

A Master’s degree in Economics, Development Studies, Public Policy, or a closely related discipline is required. Relevant certifications in project management (e.g., PMP) or data analysis are considered advantageous.

Experience

Minimum of five (5) to seven (7) years of professional experience in economic development, policy analysis, or related fields, preferably within an international development organization, consultancy, or government agency. Experience working in Uganda or the East African region is highly desirable.

Salary

The position offers a competitive salary range of 30,000,000 to 45,000,000 SSP per month, commensurate with qualifications and experience. The package includes performance‑based bonuses and a comprehensive benefits scheme.
