Development Links Consult (DLC) is seeking an experienced Outcome and Impact Orientation (OIO) Consultant to provide technical assistance and institutional strengthening support to partner civil society organizations across Uganda.

Key Job Responsibilities
The OIO Consultant will provide technical support in the following areas:
1. Outcome and Impact-Oriented Project Design
Responsibilities include:
- Supporting partner organizations in developing results-based project designs

- Integrating gender equality, environmental sustainability, safeguarding, inclusion, and human rights perspectives into development programs
2. Planning, Monitoring, Evaluation, and Learning (PMEL)

- Design monitoring plans, indicator tracking systems, and data collection tools
- Support organizations in adaptive learning and data-driven decision-making
- Introduce digital monitoring platforms and knowledge management systems

3. Donor Compliance and Reporting
