Job Overview

The Public Transportation Planner will lead the design, analysis, and implementation of integrated transport strategies that improve mobility for residents and businesses in Jinja and surrounding regions. Working closely with government agencies, local authorities, and private sector partners, you will develop comprehensive plans that align with national transport policies, promote multimodal connectivity, and support economic development. Your expertise will guide the creation of bus rapid transit routes, commuter rail services, and last‑mile solutions that reduce congestion, lower emissions, and enhance accessibility. This position reports to the Head of Planning & Development and collaborates with engineering, operations, and finance teams to ensure that projects are feasible, financially viable, and environmentally responsible. The role also involves stakeholder engagement, data‑driven decision making, and continuous monitoring of performance metrics to ensure that transportation initiatives meet their intended outcomes.

Key Responsibilities

  • Conduct comprehensive transport demand analyses using GIS, traffic modeling, and demographic data.
  • Develop integrated public transport plans that incorporate bus, rail, and non‑motorized options.
  • Coordinate with municipal authorities, the Ministry of Works and Transport, and private operators to align projects with regulatory frameworks.
  • Prepare feasibility studies, cost‑benefit analyses, and funding proposals for new routes and service enhancements.
  • Lead community outreach initiatives to gather input, address concerns, and promote public awareness of upcoming projects.
  • Monitor and evaluate the performance of implemented transport solutions, recommending adjustments as needed.
  • Ensure compliance with national safety standards, environmental regulations, and sustainability targets.
  • Prepare detailed reports, presentations, and policy briefs for senior management and external stakeholders.

Required Skills

  • Advanced proficiency in transport modelling software (e.g., VISUM, TransCAD) and GIS tools.
  • Strong analytical abilities with a data‑driven approach to problem solving.
  • Excellent communication and stakeholder engagement skills.
  • Project management expertise, including budgeting and timeline control.
  • Knowledge of Ugandan transport regulations, standards, and policy frameworks.
  • Ability to work collaboratively across multidisciplinary teams.
  • Proficiency in Microsoft Office Suite and data visualization tools.

Education

A Bachelor’s degree in Urban Planning, Civil Engineering, Transportation Engineering, or a closely related discipline is required. A Master’s degree or professional certifications such as PMP or a transport planning credential are highly desirable and will be considered an advantage during the selection process.

Experience

Applicants must have a minimum of five years of relevant experience in public transportation planning, urban mobility projects, or related fields. Experience working with government agencies, international development partners, or large‑scale infrastructure projects in East Africa will be viewed favorably.

Salary

The successful candidate will receive a competitive monthly salary ranging from UGX 2,500,000 to UGX 4,000,000, commensurate with experience and qualifications. Additional performance‑based incentives may be offered.
