Job Overview

The Renewable Energy Policy Analyst will play a pivotal role in shaping Uganda’s renewable energy landscape by providing evidence‑based policy recommendations, conducting comprehensive market analyses, and supporting the development of regulatory frameworks that attract investment and promote clean energy adoption. This position reports to the Senior Policy Advisor and works closely with government ministries, international donors, private sector stakeholders, and local communities. Key Responsibilities

• Conduct in‑depth research and analysis of Uganda’s renewable energy sector, including solar, wind, hydro, and bioenergy.
• Develop policy briefs, white papers, and strategic recommendations that support the formulation of national renewable energy policies.
• Engage with government ministries, regulatory bodies, and private sector investors to facilitate dialogue and consensus building.
• Monitor and evaluate the implementation of renewable energy policies, identifying gaps and proposing corrective actions.
• Prepare and present findings to senior leadership, donors, and stakeholder forums, ensuring clear communication of complex technical information.
• Support the design and execution of capacity‑building workshops for policymakers and industry professionals.
• Collaborate with UNDP’s climate and energy teams to align policy work with broader development initiatives.

Required Skills

• Strong analytical and quantitative skills with the ability to interpret data and translate it into actionable policy insights.
• Excellent written and verbal communication skills, including report writing and presentation delivery.
• Proficiency in policy analysis tools, GIS mapping, and statistical software (e.g., STATA, R).
• Demonstrated experience in stakeholder engagement and consensus building.
• Knowledge of Uganda’s energy regulatory environment and international best practices.
• Ability to work independently and as part of a multidisciplinary team.

Education

A Master’s degree in Environmental Policy, Energy Management, Sustainable Development, Economics, or a closely related discipline is required. Candidates with a Ph.D. or additional certifications in renewable energy or climate policy are highly desirable.

Experience

Minimum of five years of professional experience in renewable energy policy analysis, regulatory affairs, or related fields. Experience working with government agencies, international donors, or multilateral organizations in Uganda or the East African region is preferred.

Salary

The position offers a competitive salary range of SSP 3,000,000 to SSP 5,000,000 per month, commensurate with experience and qualifications. Additional performance‑based incentives may be provided.
