Job Overview

The Renewable Energy Policy Analyst will play a pivotal role in shaping Uganda’s clean‑energy landscape by conducting rigorous policy analysis, drafting regulatory recommendations, and supporting the design of incentive mechanisms for renewable projects. Key Responsibilities

• Conduct comprehensive research on renewable energy policies, market trends, and regulatory frameworks in Uganda and comparable emerging markets.
• Prepare policy briefs, white papers, and legislative proposals that support the adoption of solar, wind, hydro, and bioenergy solutions.
• Facilitate stakeholder consultations with government ministries, private investors, NGOs, and community groups to gather input and build consensus.
• Analyze the economic and social impacts of proposed policies, including cost‑benefit assessments and risk analyses.
• Support the development of incentive schemes such as feed‑in tariffs, tax credits, and grant programs to attract private sector investment.
• Monitor implementation of energy reforms, track performance indicators, and produce regular progress reports for donors and senior management.
• Collaborate with the World Bank’s research teams to integrate data analytics and GIS mapping into policy recommendations.
• Represent the World Bank Uganda at national conferences, workshops, and international forums on renewable energy and climate policy.

Required Skills

• Strong analytical abilities with proficiency in quantitative and qualitative research methods.
• Excellent written and verbal communication skills, capable of translating complex policy concepts into clear, actionable recommendations.
• In‑depth knowledge of Uganda’s energy sector, including regulatory bodies, utility structures, and renewable project pipelines.
• Experience with policy drafting, legislative processes, and stakeholder engagement.
• Proficiency in data analysis tools such as STATA, R, or Python, and familiarity with GIS software.

Education

Experience
