Job Summary
DLC is seeking experienced Financial Management & Compliance Consultants to provide technical support to CSOs and NGOs in Uganda implementing donor-funded projects supported by German development cooperation (BMZ) and EU funding.
The role focuses on strengthening financial systems, donor compliance, audit readiness, and capacity building across partner organisations.
Key Responsibilities
📊 1. Financial Systems Strengthening
- Review and strengthen financial systems and internal controls
- Support implementation of NGO accounting procedures and documentation systems
- Guide use of accounting software such as QuickBooks, Sage, and Tally
- Improve cost allocation and expense tracking systems
📑 2. Grant Compliance & Donor Guidelines
- Interpret and support implementation of donor cooperation agreements (BMZ & EU)
- Ensure compliance with eligible and ineligible expenditure rules
- Support compliance with procurement and financial documentation standards
📈 3. Financial Reporting & Quality Assurance
- Review bi-annual financial reports before donor submission
- Ensure alignment with budgets, templates, and donor requirements
- Support budget reconciliation and financial accuracy checks
💰 4. Budgeting & Financial Planning
- Support development of project budgets and donor proposals
- Assist with budget revisions and modifications
- Provide guidance on cash flow forecasting and planning
🧾 5. Funds Request Management
- Support preparation of donor fund requests and cash flow reports
- Ensure all requests are supported with accurate financial data
🔍 6. Audit Preparation & Support
- Conduct pre-audit financial reviews
- Support organisations in addressing audit findings and corrective actions
- Ensure readiness for external donor audits
🏛️ 7. Governance & Board Support
- Train boards on financial oversight responsibilities
- Strengthen financial governance and accountability systems
- Support reporting to boards and management committees
🧮 8. Tax & Statutory Compliance
- Ensure compliance with Ugandan laws including:
- PAYE
- VAT
- NSSF
- Withholding tax
- Support compliance with URA, NGO Bureau, FIA, and Data Protection Office regulations
🎓 9. Capacity Building
- Conduct training for finance and programme staff
- Develop financial tools, templates, and guidelines
- Provide on-site and remote mentoring support

Qualifications & Requirements
🎓 Education
- CPA (U), ACCA, or equivalent professional qualification
- Bachelor’s degree in Accounting, Finance, Economics, or Business Administration
- Master’s degree (advantageous)
💼 Experience
- Minimum 7+ years in financial management (NGO/development sector preferred)
- Experience with donor-funded projects (BMZ or EU strongly preferred)
- Experience in audit preparation and compliance advisory
- Strong background in financial capacity building for NGOs/CSOs
- Experience with NGO accounting systems and donor reporting frameworks
🧠 Skills & Competencies
- Strong knowledge of BMZ and EU financial compliance frameworks
- Expertise in Ugandan tax and statutory regulations
- Proficiency in accounting software and advanced Excel
- Strong financial analysis and reporting skills
- Excellent training, mentoring, and communication skills
- Ability to simplify complex financial rules into practical guidance
