Job Summary
The Financial Management and Compliance Consultant will provide technical assistance, mentoring, and advisory support to partner organizations implementing donor-funded projects. The consultant will strengthen financial accountability, improve internal controls, ensure donor compliance, and support organizations in preparing quality financial reports and audit readiness.
The role focuses heavily on BMZ compliance requirements, European Union donor regulations, grant financial management, statutory compliance, budgeting, risk management, NGO financial systems strengthening, and audit preparation.
Key Job Responsibilities
Financial Systems Strengthening
The consultant will:
- Review and improve partner financial management systems and internal controls
- Strengthen donor-compliant financial procedures and documentation systems
- Provide technical support on accounting systems such as QuickBooks, Sage, Tally, and NGO financial software
- Support cost allocation and expense tracking for multi-donor projects
- Improve financial accountability and reporting structures
Professionals experienced in financial systems development, internal controls, cost management, ERP systems, financial governance, account reconciliation, and risk assessment will thrive in this role.
Grant Compliance & Donor Regulations
Responsibilities include:
- Interpret donor cooperation agreements and grant conditions
- Ensure compliance with BMZ financial regulations and European Union donor requirements
- Guide organizations on eligible and ineligible expenditures
- Support procurement and financial documentation compliance
- Ensure adherence to donor reporting frameworks and funding guidelines

Financial Reporting & Quality Assurance
The selected consultant will:
- Review bi-annual donor financial reports before submission
- Ensure financial reports align with approved budgets and donor templates
- Reconcile accounting records and project budgets
- Strengthen reporting quality and financial transparency
- Provide technical guidance on donor reporting standards
Candidates with experience in financial reporting, budget monitoring, variance analysis, compliance reporting, financial audits, and quality assurance are strongly preferred.
Budgeting & Financial Planning

Audit Preparation & Governance Support
Core responsibilities include:
- Prepare organizations for external financial audits
- Conduct pre-audit internal reviews and identify compliance gaps
- Support corrective actions for audit findings
- Mentor Boards of Directors on financial oversight responsibilities
- Strengthen governance and financial accountability mechanisms

Tax & Statutory Compliance
The consultant will ensure partner compliance with:
- Withholding Tax
- PAYE obligations
- NSSF statutory requirements
- VAT regulations where applicable
- Compliance with URA, FIA, NGO Bureau, and Data Protection Office regulations
Strong understanding of Ugandan tax legislation, statutory reporting, financial regulations, tax compliance, and regulatory frameworks is essential.

Required Qualifications
Applicants must possess:
- CPA (U), ACCA, or equivalent professional accounting qualification
- Bachelor’s degree in Accounting, Finance, Economics, Commerce, or Business Administration
- Master’s Degree in Finance, Development Finance, or Business Administration is an added advantage
- Minimum 7 years of experience in NGO financial management or donor-funded projects
- Experience supporting BMZ-funded or EU grant projects
- Strong understanding of Ugandan tax and statutory compliance requirements
